EFFECTS OF MASS INCARCERATION: A New Jim Crow Era? A panel including criminal justice experts and those familiar with our Jewish texts and traditions, will help guide us in the conversation on this troubling issue. A disproportionately high percentage of those incarcerated in the United States are Black and Hispanic men. Upon release, a criminal record negatively affects access to jobs, education, housing, and other factors needed to assimilate into mainstream society.
